Steve brought up that Power
County Probation Officer Crystal Torres fled to her family’s house with her
children because of threats from a boyfriend. He showed up at her parent’s
house and took her. She left with him to get him away from her children. He
then took her out and killed her and them himself. Steve has asked the Legislature to recognize
her during their session. Steve asked for a moment of silence in her honor.

Steve presented a plaque to
Matt Olsen for his dedicated service as IACJJA president.
Committee Reports Committee
Reps
Board of Juvenile Corrections President
Steve gave an update on the
board of juvenile corrections.
For the position of
superintendent at JCC St. Anthony, they had 7 applications for the position of
superintendent it was then narrowed down to 4 candidates Brain Walker sat on
the interview board and stated that all candidates are all well qualified with
extensive backgrounds and education and
all finial four candidates were from out of State.
Matt Olsen gave and update on
the 10 year celebration being planed by DJC. He stated that they wanted input
from our origanization about who should be there. It
was brought up it should be all day especially for those who travel. It was
brought up that DJC should share the programs they are using. They will also be
presenting local programs that are being used by the different counties. The
purpose of the meeting is to look at what goals have been accomplished and
where to we want to go in the next ten years. The presentation will include
accountability from the department to the communities as to how tax payer
dollars are being spent
ICCMH
Ross was unable to attend the
meeting. ICCMH have complained that they are not getting specific information
relayed to them. Steve contacted them and wrote a letter stating that he would
get them specific information as he received it. So Please continue to send
Steve concerns with mental health so that they can be forwarded on. Sharon Burke
called Steve and stated that she think we are making a difference.
Steve handed out a memo from
Chuck Halligan asking for our participation in a
committee that would gather information to be used at sentencing. Several
questions were immediately brought up including, how long will this process delay
sentencings? And also some members wanted to know how
this committee would address the problems that we have been having. Steve has forwarded four separate incidents
to Jody Carpenter and the lieutenant governor.
This committee would not address those problems.
Steve will contact Chuck to get me
clarification as to want they want and will get back to us. Steve will also get
input from other members and table it until the March meeting.
It was brought up that in two
different detention facilities have gotten kids placed from Blackfoot South
straight to their detention facility.
We need to continue to
provide hard data to the department like we did when we gave them a one day (9/15/04)snapshot of mental health kids in the juvenile justice
system.
Matt talk
about a problem with reimbursement that they had experienced in
Matt also stated that he
would like to see DHW take a more active role in the councils. In the past, DHW employees have not been
allowed or have not committed to serve as chairpersons on the councils. Various county employees in each region and
other people volunteer their time to sit on the councils,
however the councils have been told that DHW employees do not have the
time. This is frustrating because DHW
employees are usually the ones trained in mental health treatment and the other
persons on the councils are not the experts.
Remarks at last ICCMH
Steve passed out a sheet that
had notes from the ICCMH . The minutes credited Ross with
making a statement that said the IACJJA is a group that is only interested
helping kids on their caseloads.
There are counties that are
pulling out of the local council due to the lack of consistency from county to
county and lack of services.
There is a lot of confusion
about what service H&W does provide. No one will give specific examples.
There is no accountability for PSR services.

Governor’s
Task Force
Debbie Stallcup
informed the group that DJC had presented to the governor's task force
concerning peer assisted restraints at JCC St. Anthony. In 2002, there were 703 peer assisted
restraints. In 2004 this was down to
157. It is the intent of DJC to cease
peer assisted restraints by 2008. DJC
representatives said that restraints can vary from one to two minutes upwards
to 30 to 40 minutes.
Debbie also stated that the
task force continues to look at the homeschooling/non-schooling
problem. More data will be collected by
the task force in the future.

Committee
the legislative committee reported that there is proposed
legislation concerning
Other Committees
Training Steve talked about the Mar 22 training
that will be put on in Boise by the National Partnership for Juvenile Services
entitled “Changing The Institutional Culture Through Cognitive Behavioral
Programs and Staff Training: A New Look at Behavior Management”. The Training
is in
Doug shared information on
the training on coaching. Looking at doing a half day on training for department heads and a
second day for their supervisors. Her charge is $2000 for the 2 days On the first day
she will train about 20 people and at
the second meeting she could do 40 people.
Matt stated that he is in support of the training. Matt made a motion that we pay for and support the training and we
will also send out to see how many
people are interested in coming and if there is more than the 20 first day
and 40 for the second, we will see if
she will respond. The motion was
seconded by Terry, the motion carried. Doug will look for time in May.
JJ Training Council/P.O.S.T. Update IACJJA Reps and IAC Reps
Marcy for Task Analysis and
POST Update
Marcy gave update on the off
site detention academy. She report that it was very successful and went well. There
are 14 participants from
There are very few that have
sent in packets for the next detention academy. Applications need to get
submitted ASAP! Probation academy currently has 14 complete applications in.
The next waiver hearing is March 3rd.
CD for suicide is out and you
need a DVD to watch them. Marcy also sent out a booklet. Macy will burn the
booklet to CD. L
Probation standards were
passed. Concern were brought up by Legislator Lefevre about the standards. They were to
suicide prevention, harassment between JPO and juvenile,
and special ed.
Marcy handed out copies the
proposed rules for part-time detention Officer certification. The was a concern
brought up by John Triplett about the definition as to a part time employee.
Steve stated that this item had discussed by our group previously. Since the definitions up part-time and
full-time employees are handled by
Probation officer and use of
force was discussed. It was originally
thought that there were not enough instructors throughout the state to
recertify probation officers in their self-defense curriculum. However, their curriculum is simply the first
part of the regular POST patrol arrest technique course, and instructors exist
all over the state. Therefore
recertification should not be a problem.
Marcy reported that the new
training building is almost done, and the next academies will take place in the
new building..
Detention administrators
don’t forget that the next detention academy is over Memorial Day.
Marcy informed us that the
new chair of the Juvenile Training Council is Matt Olsen.
General
Administrator Discussion Topics
Matt asked about restitution
on cases were disposition is transferred.
They had a couple cases in their area where the disposition was
transferred and it was unclear as to who was going to do the research to
ascertain how much restitution was owed.
He was curious to know how other areas of the state were handling
this. Please get
any information to Steve or Matt concerning this.
Steve talked about the Rule
of 80
He read the definition and we
meet the definition. H e talked to Toni Panelli and
he was asked to see what the impact to the counties. For a person making $30,000, the increase in
the County's contribution would be less than $100 per year. It would not be retroactive. The are at least two
counties that will bring it up at the IAC conference.
Retired Sheriff Vaughn Kileen gave an up date on Board of Juvenile Corrections. He
stated the Department is looking at more cut backs, which leads to kids being
leased. He stated that there really are no other large issues.
Seth Scott and Chris Palmer
reported on ART Access to Recovery. They
handed out a handout with information about the monies. There have been several
different committees that have formed. If you want more information you can go
to their web site to get their information.
ART is looking for more individuals to sit on committees. Call Chris if you are interested.

Bill Lasley on DJC issues.
Bill passed out an update on
proposed 2005 legislation
If you are not receiving the updates just give Sarah a call at
DJC and she will email them to you. Her

State Block
grant changes on reporting was
passed around. Along with all the reports from the counties.
Bill went over all the changes that have been made. If you have any feedback
please get back to Bill.
Next meeting is McCall March 9th. The meeting
will be at the Best Western and will start at 0900. Rooms are available at the Best Western for
$62. You must state that you want the
government rate and remind them that you are with the juvenile justice
administrators Association. Call them
now at 634-6300.
