- Doug Brown, Jim Martin,

- Review and approval of minutes. Brian moved the minutes be approved and
it was seconded by Don with the amendment to add the individuals that were
missing from attendance, minutes were approved

- $8087.00 in our
account. We have over 30 counties represented.
- Motion to pay deli
bill. There was motion by Don that we pay the bills it was seconded by Kay
the motion carried.

- Tabled. February report will be on the training
program started at SWIJDC

Board of Juvenile Corrections President
- Steve was unable to
attend the October meeting because of an accident, and the November
meeting was cancelled.
Governor’s Children’s Task Force
- Debbie gave an update
on the peer on peer issue that was brought to the Gov Task Force. The Task
Force received a letter from the Governor stating that he is reviewing the
concern brought to him. Director Reinke will be presenting to the Task
Force in January and give an update on peer on peer.
- She also gave an update
on the home school study that is being done. The first part of the study
is surveying other states on the home schooling policy and legislation.
The next step is to get actual data of kids not receiving adequate home
schooling. There was also information on Grandparent raising their
children’s children, and there are small amounts of money available.
ICCMH and DHW update Ross:

Ross stated that they are collecting outcome measures. The regional
chairs all met and came up with models that all the councils could follow to
enhance consistency throughout the state with such things as: structure, who is
getting funding, who should be staffed. He also stated that ICCMH has widened
the definition of SED. There was concern
brought up about the role of the Councils. Support is given to the families but are
mental health services being provided to kids?

In the October ICCMH meeting, Jody Carpenter said that specific information
is not getting passed on when we (or whoever) complains about mental
health. In order to take care of that
concern, Steve will write a letter to the Lt. Gov outlining the following
process: When you have any specific
information about problems with accessing mental health services for juveniles,
forward the specific information to Steve at sjett@canyoncounty.org. He will keep a confidential list and also
forward the information to Jody Carpenter, as requested by Lt Gov Risch.
- Sharon Burke gave us an
update on the Children’s Mental Health Act amendment that the court has
approved and will send to the legislature this year that will help the
Court access mental services, due to the fact that services are difficult
to access at this time. Sharon
stated that when it is written she will circulate it to the member asking
for feedback.
- Letter from John
Triplett concerning numbers being reported of local and regional council
was discussed. John’s concerns
illustrated that there is a need to verify numbers. After original numbers were submitted,
John questioned those reported in his district. Amended
numbers were then gathered and Ross handed out a sheet showing new numbers
of families served and families staffed.
John has concerns with the staffing and what the money is being
used for, such things as, cheerleader uniform, shoes, items that are nice
but are not mental health services. Steve brought up some questions, such as
the fact that in the Wood
River Valley,
34 kids were served, but no staffings were held. His questions were: If services can be
provided without staffings, why have them?
If staffings are necessary to determine services needed, how were
those served without a staffing?
IAC Youth and Justice Advisory Board

Steve stated that they have called for a meeting on December 14th.
He has been asked to report issues that any counties maybe having. Doug stated
that Pocatello is in the top 20 safest
communities in the nation and Lewiston is the
second in Idaho.
Doug stated that there is concern over gang problems in Canyon County.
Steve asked that the counties get back to him with any concern you may have so
that he can report to them. How will
cuts in State Block grant monies effect you?

Brain stated that DJC has asked him to speak to them about gangs and
the problems that they are causing. Doug stated that he has been doing research
and how to handle the gang problems. Gangs are become a huge issues in many
different counties.
Training Committee (VP’s)
- Forum on Critical
Issues in Juvenile Confinement - March
22 or 24 2005? Steve brought up
training that is put on by National Juvenile Detention “Critical issues in Juvenile
Confinement” Steve asked for
support for monies to bring the training to Boise. The was a motion made by Brain
that we proceed to bring the training to Boise, Doug seconded the motion the
motion carried. Steve will make
some calls and get us the information.
- Training: Doug brought
up the name of a trainer for a book on coaching employees (Sheri Dyer).
Doug will talk to her and get a price for training and bring it back to
the next meeting.
- Kay also brought a
resource guide that is put out by the National Juvenile Detention
Association that has many different trainings that are available that we
may be interested in.

Group
- Chris Palmer gave a
report on Access to Recovery. Goal
is to advocate for the smaller communities. It will be a voucher system
that appears to be very complicated. Chris did pass out a hand out that
explains the process. H&W are concerned that justice service are over
represented and would like to see more treatment provider involved. The
grant is worth 7 million/year for 3 years. If you or if you know of any
treatment providers that have any concern about ATR get a hold of Chris
and he will pass along your concerns.

hrs. JJ Training Council/P.O.S.T.
Update IACJJA Reps and IAC Reps
- Marcy Chadwell spoke on
POST issues . Marcy talked about the five year plan. She will also be
working with the counties that have not been participating in the
academies. The is no more challenge process for detention officers. As of
October, a total of 176 probation officers have become certified. There have
been 241 detention officers certified.
- She stated that in the
future the petition fees are not going to be enough to fiscal support the
academy. The question was brought up are all petition fees being
collected? Therefore there is concern about future funding. There are four
academies that are schedule in the upcoming year two probation and two
detentions. Marcy up if there is not enough to run a probation academy should
we look at the idea of a challenge academy, as was done for detention?
Please email Marcy if you feel that one of the academies should be a
challenge academy.
- There is talk about higher
levels of certification. She would
like to know what the needs are for the counties, please let her know.
- There is an off-site
detention academy that is being held in CDA, there are 14 enrolled.

- Three proposed ideas
for legislation listed on Legislative Update that DJC sent out
DJC had three pieces of
legislation, but they were dropped due to in house problems at St. Anthony.
- Block Grant 35 counties
will decrease and 9 counties will increase if they use last years figures.
- We will be meeting with
IAC in February.
- Meeting for the tobacco
tax and block grant reporting will take place immediately after this
meeting (12/8/04)
- Update on JCC
St. Anthony
Superintendent. Steve Emerson
acting superintendent at the present time.
They are down to 8 applicants for the position.
- Potter Case There are 11 to 12 victims that were in
states custody that are being investigated
DJC is putting together for the legislator to give them an update
to the situation at St Anthony’s
- JFAC Hearing on CMH Jan
17th at 0800 special meeting for children’s mental health
partners.
- Block Grant/Tobacco tax
reporting. Bill handed out copies
of the reports sent in by the counties on the Block/Tobacco monies.
