  • Twin Falls couldn’t make it as planned;
  • Time was turned over to DJC reps to present the DJC GPS EMS system.  This system is being tested by DJC at the present time, and has been used for about 250 collective days so far.  There is an ankle bracelet along with a phone that the juvenile must carry.  The bracelet is tied to the phone, which has the GPS hardware and software.  If the phone and the bracelet are separated, the phone will call the company, which sends out email notification immediately.  You can program exclusionary zones, etc. The cost is about $15.85 per day for the level of monitoring that DJC uses at this time.  There are two lower levels of tracking, which would be lower in cost.  The toll free number for Sentinel is 1-800-551-4911.  The web site for this product is www.sentrak.com or www.isecuretrac.com/downloads/isecuretrac_marketing_brochure.pdf

            ICCMH

  • Matt brought up the ICCMH Technical Assistance Group, and the fact that we need a representative to attend.  Melinda suggested that we ask Christina Palmer to represent us because she has been involved with Children’s Mental Health. 
  • Ross Edmonds talked about ICCMH.  A lot of activity has been happening with the Jeff D.  lawsuit.  He said that the judge said that he wanted the lawsuit dismissed within a year.  A neutral expert will be appointed to research the system.
  • Tribal Council has been approved for Children’s mental health within Idaho’s Native American Tribes. 
  • Ross talked about the SPANIDAHO conference that will be held on November 17-19 in Boise.  He handed out info.  Register at www.spanidaho.org.
  • Ross spoke to the Mental Health survey that the Administrators Association put together last week.  Brian discussed the original survey, and that the survey was the result of a request from DJC, and told a little about how it came about.  The second survey was done to get more accurate information.  The judges have been given this information, and several judges have expressed frustration on lack of services. 
  • Ross said that he had been to the judge’s committee and that DHW was led to believe that the judges’ frustration had been alleviated. 
  • Brian raised the fact that the system is not standardized throughout the state, and that things that are happening in one area are not happening in other areas.  Ross said that the mental health protocol may not be applied consistently throughout the state.
  • Several administrators raised concerns about the actual practices in the field that kids with mental health problems are being pushed into the legal system.  It was agreed that sometimes mental health services can only be accessed after his/her entry into the legal system. 
  • Matt suggested that three or four people from the IACJJA work with Ross to identify major concerns, points of interest and then to develop a training that would help individual clinicians throughout the state understand some of the major concerns and frustrations of the JJ workers. 
  • Ross is going to take our comments and requests to DHW.  The IACJJA, before our next meeting, will have our committee members (Matt, Debbie S, Melinda H. and Brian Walker) meet with DJC Reps, Ross and other people, program managers, etc., from DHW and discuss solutions, for our review at our next meeting. 
  • Ross also mentioned the 10 Core Services that DHW provides, and will bring stats on those services to the next meeting. 
  • Next ICCMH meeting will be November 9.

1030 hrs.          JJ Training Council/P.O.S.T. Update    IACJJA Reps and IAC Reps

  • Marcy Chadwell gave us the POST update.
  • 2005 academies:
    • April 24 Detention
    • May 22 Probation
    • September 18 Probation
    • November 27 Detention (may be moved to an on-site academy at Bonner County. )
  • Hearing boards.  10 people needed hearings last week.  All approved.  Next hearing board is December 2. Need anyone who is attending spring academies in by then.  Hearing boards have been dropped from 5 to 3 per year.   It is not too late to get applications in now for Spring academies.
  • Challenge packets for Probation administrators is available.
  • Suicide prevention DVDs available.  5 hours of POST training available for those who are going through POST.  Have them view it prior to going, then have a letter from administrator stating that they have completed it, and they will get the 5 hours.  Also anyone else can get 5 hours by having administrator send a letter to Marcy. 
  • Present class at POST has a 93% GPA.
  • Doug asked about having a representative from IACJJA on the POST council.  Al will be bringing this up.  The meeting for Monday 9/20 had to be cancelled because of lack or a quorum. 
  • New building at POST is scheduled to be finished by the Spring Academies.

1045 hrs.          General Administrator Discussion Topics

  • Matt made sure that everyone had a copy of the budget that we will be considering for approval later. 
  • New budget  Debbie Stallcup motioned and John Triplett seconded and the motion passed unanimously to accept proposed budget.
  • By-laws were discussed.  Three proposed changes were discussed that would eliminate the position of Treasurer.  John Triplett motioned and Seth Scott seconded that the proposed changes be approved.  Motion passed unanimously.
  • Doug Brown motioned that the new president of the IACJJA write a letter to IJJA to request that the IJJA conference does not conflict with the IAC Conferences.  Matt Olsen seconded, and passed unanimously.

1100 hrs.          DJC topics                   DJC Rep

  • Paul Carroll reported on DJC Update.  Legislative Update was passed out.  Mental Health issues are a concern.
  • Budget concerns were talked about.  Flat budget is being submitted.
  • DJC still has a District Liaison opening.  Will be based in either Cd’A or Lewiston. 
  • New federal grant for substance abuse called access to recovery.  7.6 million  annually for three years (22.8 mil total).  10 million for adults.  5 million over that period for juveniles.  3 million for recovery services, like to faith based organizations. IACJJA has been asked to have a member on that steering committee.  The next meeting will be n November 8.  Seth Scott will be our representative to that steering group.  Debbie Stallcup thought that it would be a good idea to have the programs that are in the detention centers approved and allow in custody juveniles to access the services there.  Chris Palmer from Ada County will represent probation.
  • RFP was discussed. 
  • Corrective Action plan for JCC-St. Anthony was handed out.
