  • Nadine motioned and Brian W seconded that we accept minutes from March 17 meeting.  Passed unanimously.

 

0915 hrs.          Treasurer’s Report       Treasurer 

$

·        Budget Approval.  The proposed budget was presented and discussed.  Steve motioned and Nadine seconded that we accept the budget.  Passed unanimously.

 

 

0920 hrs.   Regional Reports

·        Aletia Straub   Custer County  Could not attend because of court

·        Leah Jarnigan   Lemhi County

o       The Lemhi County Probation Department purchased the “Why Try” program that was presented at the last IJJA Conference.  Parent project has been instituted recently.  Resource officer program is being utilized to teach drug awareness.  Recently, they lost their community service officer, but they are building that up again.  Mentoring program is in the early stages at this point.  Early intervention/afterschool programs are being used. 

o       It was reported that Twin Falls is also using the Why Try program. 

o       2-day training for the program was offered in Twin Falls, which Leah attended.  Commissioner Brockman reported that training was very successful. 

o       Cost for WhyTry seemed very reasonable.

o       If there is an interest for other counties to attend training, please contact Steve at sjett@canyoncounty.org and we may look into the possibility of having more training.  You may also call Leah at 756-6804x261 for more information.

0940 hrs.          Committee Reports       Committee Reps

 

            Board of Juvenile Corrections  President

  • Last meeting was cancelled, but has been rescheduled for June 18.  Will be meeting in Nampa and visiting the Southwest Idaho Juvenile Detention Center. 
  • The JDAI conference was discussed and will have national speakers coming.  This will be held on June 24, 25th in Boise at the Owyhee Plaza.  Shelly and Melinda talked about some of the benefits of the JDAI in Ada County.  Average stay is down, as well as population. 

 

            ICCMH 

  • Letter From Matt Olsen concerning ICCMH.  Matt again reiterated the need for a strong voice from the counties to represent our concerns.  The recent letter that he sent out was handed out to all.  Some of the ongoing concerns include delays in getting services, the need for uniformity in administering, problems of not having flexibility, need for consistent criteria, the option that H&W has to refuse to service a child but the counties have no option but to provide service, among others. 
  • The commissioners were asked their opinion as to how we could be more effective.  They suggested that we put information together and contact Ethel Peck(Custer County) of the IACC Public Safety committee.  Commissioner Brockman suggested that we put together a small committee and work with Sharon Block of IACC and possibly a legislator to arrive at consensus as to what to do. 
  • Motion was made by Steve to have a small committee to work with IACC on ICCMH stuff.  Debbie S seconded. Unanimous.  Volunteers are Debbie Stallcup, Brian Walker, Matt Olsen and Melinda Hadzor.
  • Motion was made by Steve and seconded by Seth Scott to have the chairman of the IACJJA legislative committee,(presently Brian Walker) participate with the IACC legislative committee, pending their invitation.  Unanimous.

            IJOS Board                  IACJJA’s IJOS Rep

  • IJOS board will be giving a presentation to IACC on Wednesday, then meeting after that.

 

            Governor’s Task Force

  • In March, 2003, Governor’s Task force heard our concerns on Peer Assisted Restraints.  Our Association also published a position statement on this subject.  Letter has been written to the Governor expressing the Task Force’s concern, and the Association again pledges our support to DJC in helping them with whatever is needed. 
  • Grant has been received to try to identify those children who are not in a viable school program.  By next October, information should be available.  We again pledge our support in helping with this issue.

  • Commissioner Brockman expressed his interest in attending more of our meetings, as well as being more involved in some of the committees.
  • Commissioner Cooper expressed concern about the scheduling of some of the POST academies conflict with Finals week, so that there are problems with some of the college kids that the still have finals attending POST. 
  • Commissioner Grindstaff mentioned that Twin Falls has put together a Justice Committee that meets, consisting of judges, sheriff, juvenile, etc, to discuss issues.  They have had two meetings so far, and hope to get a handle on things like jail population, etc. 

 

1100 hrs.          JJ Training Council/P.O.S.T. Update    IACJJA Reps and IAC Reps

·        POST Academy Report

·        Report on Reserve Detention Officer Academy.  Steve reported on the Curriculum and the actions of the most recent Juvenile Training Council.

·        Definition of “Part-time” for Reserve Academy. Steve will check into what PERSI’s definition is and get that to the Administrators and to JTC. 

·        Brian D asked about YLSI and if training on it would be supported by the IACJJA.  Matt will address this with the JTC.  Brian is doing some training and has invited any other county to contact him and participate. 

·        Probation academy will have Verbal Judo.  Some other probation academy will possibly be available on CD. 

 

 

1130 hrs.          General Administrator Discussion Topics

·        Courtesy Supervision Issues                  Melinda Hadzor brought up some of the concerns that they have about some of the juveniles that have been sent to various placements in Ada County with little or no information being sent to the probation department.  Also, sometimes, the offender is not appropriate for community placement.  Melinda passed out a copy of a courtesy supervision agreement.  She would like all to look it over and give feedback.  This will be sent out to all administrators and be considered for adoption by the Association.  She will continue to track and report later to us.  

·        Rule of 80  It was briefly discussed and a motion was made to have Steve Jett act as a liaison with IAC to research Rule of 80, fiscal impact and changes in benefits. 

·        Physical Testing for detention officers.  Steve Jett reported that he instituted physical testing of juvenile detention officer applicants and had good results.  Information on what was done will be sent to anyone who requests it.  Contact Steve at sjett@canyoncounty.org.  Melinda is also doing that for probation officers, and will forward that to Steve for distribution to all.

·        Ada County Crime Mapping System

o       Chris Palmer and Melinda Hadzor presented on the Ada Crime Mapping system.  Melinda attended a conference in San Jose on this issue.  Ada Sheriff is also doing this.  2003 data was presented. 

·        Ian Curley from the NJCSA called and had to cancel because of serious illness in his family.  We will be rescheduling

·        Matt discussed some of the objectives that will be mentioned tomorrow at the IACC meeting,

o       Continued collaboration with the DJC, Courts, DHW and other departments and agencies

o       Information sharing and cooperation among the counties of the State of Idaho regarding issues relevant to juvenile justice

o       The promotion of effective programs, including, but not limited to, substance abuse treatment and mental health treatment throughout the state

o       The promotion of professionalism through training.

§         ICRMP, Drug Court, ICRMP, Sex Offender treatment have been some of the training that has been furnished this year.

  • Shawn asked for copies of any Agent’s warrants from any other counties.  Carol Thomas in Clearwater uses them and it was suggested that he contact her. 
  • Shawn asked about post-release agreements and more details about them. 
  • Seth Scott mentioned that his detention center has recessed lighting that has a gap between the light fixture and the ceiling that could possibly be used to slip a sheet behind and hang from.  Please be careful and take a look at your fixtures. 
  • Nadine sent Steve a letter concerning HIPPA, and he will get this out to all.  The letter concerns HIPPA and probation departments.  Melinda had attended a conference that said that the probation departments are OK because they have a court order to supervise, but a problem arises when they ship information out to another department for a courtesy supervision situation.  In that case, there is no court order for the receiving department to supervise, and therefore no clear permission to transfer that med info.  Kootenai County was checked for compliance.

  • Bev Ashton reported that the RFP decision is pending.  Timeline was not discussed. 
  • Matt asked for more details on figures that need to be reported on the probation reports.  Some info will be accessible through IJOS.  It was reported that we should include everyone who is being supervised, but other questions were raised.  Bev will check with Bill, and get an email out to everyone giving details. 
  • 412 committed as of last week.

REMINDER THAT WE WILL BE NEEDING NOMINATIONS FOR THE OFFICES OF PRESIDENT, VP-PROBATION, AND TREASURER at the next meeting.

 

Next meeting will be held on Aug 11 in Coeur d’Alene at the Kootenai County Building at 501 Government Way.
