Presentation
- Marlyss Meyer with the
Idaho Federation of Families addressed us as to the nature of the
Federation and information regarding the role that they play in the
cooperative agreement with Health and Welfare to furnish services for
families. Several Conferences are
planned by the Federation in the coming months. Transitional care for those youths that have been removed
from the home is one service that the Federation provides. Philosophy of the Federation is to
advocate for families to receive services where needed, utilizing
resources from appropriate agencies through collaborative efforts. Most of the staff at the Federation is
new, and they look forward to meeting with us.

Reports Committee Reps
Board of Juvenile Corrections President
- Matt met with the
Board. He brought up the $100,000
that has been appropriated for front end FFT. Several counties have heard of this from IYR, but several
have not. Referrals are being
sought by IYR.
- Cody Wood, program
manager at the Sex Offender Unit at St. A’s presented at the Board meeting. Matt suggested that we have Cody
present information to us. Debbie
Stallcup mentioned that Ian Curley from NCJFCJ has put on some good
training also on that subject and that we should explore getting him here
too.
- Gender specific grant RFP
was put out about the Girl’s Circle Training but no one applied. Some concerns were voiced about the
requirements of the grant. Several
counties already have some different gender specific programs in place
already, and could not add another program. Some detention centers are using the Girl’s Circle, some are
not. Matt thought that feedback to
the Board is important. It was
brought up that the District Liaison should be taking feedback from the
counties back to the department but that is not happening. Several districts have good
communication with liaisons, but some other districts do not enjoy that
relationship.

- IJOS Board meeting
tomorrow.
- DJC is in the process
of moving the programming team to the Nampa facility. This move should be done by January.
- Looking at changing
some positions and possibly getting another programmer.
- In the process of
testing the new reporting queries so that the standard reports can be done
easily.
- More training statewide
is desired so that good data is being put into the system. Jim Gallas is in charge of the training
and writing the tutorials for the training.
- They are working on a
conduit to integrate with Stevenson.
Legislative Committee
- We need to get our
legislative committee notified and informed of all new legislation.
- Proposal for new tax on
alcohol
- Private provider
standards
- Someone heard that
there has been legislation to put the alcohol and tobacco violations under
the JCA, but DJC has declined to carry that legislation.

- Jim McNall from ICRMP
put on training dealing with personnel issues. Handouts were distributed.

Discussion Topics
- Report on meeting with
Magistrates. Doug reported on the
meeting that was held on November 3 at the Supreme Court building. Concerns had been voiced about picking
data from September 1 because that is historically low numbers. Thanks to Sharon Burke for setting that
meeting up and we hope that we can continue that relationship.
- Status Offender
committee
- Any questions on
standardized report forms. A
question was voiced concerning the determination of some budget
items. As we know that the form will
be adjusted as we come up with concerns, we will need to continue to
discuss the form and suggest changes.
The committee that worked on this form will be meeting in January,
so they will discuss this at that time.
- An interesting issue
was brought up as to whether or not we are relying too much on computers,
which mandates that the probation officers spend too much time in front of
a screen and not enough time with clients. Are we gathering information that we do nothing with? Tabled for January meeting.

hrs. DHW Update DHW
Rep
- ICCMH. ICCMH did not meet in October. Community report cards were discussed
at the meeting. Reports to the
Governor are being worked on and will be discussed at t he December
meeting. The Communications plan
and the Technical Assistance plan for the cooperative agreement will be
submitted soon to the Feds. Legal
opinion on liability has been requested from the Attorney General’s
Office. Jody Carpenter, legal rep
for DHW will be looking at that soon.
ICCMH will be coming to each region in the future to facilitate
training and discussion regarding Children’s Mental Health issues.
- Rules regarding
psychosocial rehab have changed and will be promulgated. 24 hour availability will be required
by each agency. Not sure how that
will be monitored.
- New parents guide to children’s
mental health should be out by the end of the month.
- JJ/CMH protocol
discussed.
- Conference on Suicide
Prevention. Statewide plan has
been completed. SPAN Idaho will
take on the leadership role. www.accessidaho.com (or .org) has
the information on the SPAN.
- Meeting took place this
morning about the ‘Lessons Learned’ suicide prevention program. There will be training
JJ Training Council/P.O.S.T.
Update
- Reserve JDO Academy Steve reported on the presentation to
the Juvenile Training Council and that the instructors will start working
on the draft packet that will need to be presented to the JTC.
- JPO Standards This committee will be meeting next
month and working on the standards.

DJC topics DJC
Rep
- Front End FFT money. Director Reinke addressed the $110,000
that has been appropriated to front end FFT. Jeff Schaatz sent an email to a number of people concerning
that, but there were several administrators that did not receive that
info. About 8 referrals have come
in so far. At the present time,
back end FFT has just 3 juveniles in the state. Desire is to have 25 in the program at any given time, so
that approximately 100 per year will be serviced.
- Suicide prevention
training update 8 days of training
throughout the state. Places to
provide that training are being sought.
Training dates include:
- April 20 Coeur d’Alene
- April 21 Lewiston
- April 27 Caldwell
- April 28 Boise
- May 11 Twin Falls
- May 12 Pocatello
- May 18 Idaho Falls
- May 19 St. Anthony
- Debbie Stallcup
discussed the Governor’s Task Force RFP regarding children who are not in
any type of education program, including effective home schooling.
- Legislation was addressed.
- Biggest piece of
legislation will be the enactment of the Interstate Compact.
- Housekeeping to clean
up language in JCA. A change to
20-504(8) raised some questions.
- On a Federal level,
drastic decreases in funding such as JAIBG were reported in the proposed
Federal budget. JAIBG has been
reduced from 190 million to 60 million.
RSAT funding eliminated.
This will affect three positions at DJC which are funded through
RSAT.
- Block Grant changes
were discussed. Some counties
will take a big hit, unfortunately.
