- Steve Jett motioned
that we approve, seconded by Brian Walker and Seth Scott at the same
time. Passed unanimously.

- $4342.61 in account,
but bill from Burley meeting still not paid.

hrs. Update on DeWayne Proctor
- Bill Lasley updated us
on the condition of DeWayne, which is serious. A moment of silence was observed.

hrs. Announcement of the winners
of the big election.
- Matt reiterated the
role of the VP’s in training. A
training update will be added to the meeting agendas. Suicide prevention training will be
held in November, Ross Edmonds will address this later in the meeting
. Director Reinke noted that ICRMP
will be very active in putting on this meeting. Director Reinke also suggested that the Association put
together a professional development track and ask the JJ Commission to
provide funding.

- Met on Friday, Sept
19.
- Rules for Contract
providers will be posted on the Net this week. Hearings will be held throughout the state on these
rules.
- There will be an RFP
going out to providers, which will be out in about 2 weeks. Another round of public hearings will
be held. Contract will be granted
March 1.

Juvenile Justice Commission
- Bill Lasley reported
$110,000 funded for front end FFT and organize a committee to take care of
concerns.
- $132,000 for aftercare
targeted toward employment.
- $48,600 funded to
upgrade information systems throughout the state.
Youth and Justice Advisory President
- October 29 at 1000 hrs.
in Twin Falls.
IJOS Board IACJJA’s IJOS Rep
- Brian updated the group
on developments in IJOS, including handheld use, query ability, data
collection from each region, especially outlying counties to help them
hook up with good connections, etc.
Brian also asked anyone in Region 7 to call Denise at 3B detention
if they need help with IJOS.
Director Reinke reminded us that there are instructors/trainers
throughout the state that can answer questions on IJOS at any time. The JJ Commission funded $48,000 to
upgrade information systems statewide.
There are roughly 136 users statewide, and 42000 juveniles
entered.
Legislative Committee
- Friday was the deadline
for DJC to file. Submitted items
will be available soon electronically.
Brian chairs the legislative committee and will coordinate
responses and communication. IAC
has requested a raise in Beer and Wine tax, to help fund county
operations. IAC is working with
Sen. Bunderson on that legislation.

- Commissioner Craig
Cooper from Bannock County sat in for President Bruce Dredge. Commissioner Cooper also sits on the
regional Mental Health council.
- Matt asked him about
his opinion of the local Children’s Mental Health Council. Commissioner Cooper voiced his concerns
about the process.

hrs. JJ Training Council/P.O.S.T.
Update IACJJA Reps and IAC Reps
- Part time Juvenile
Detention Officer Certification.
Steve reported that a Part time Juvenile Detention Officer
Certification will be developed so that part time juvenile detention
officers can receive a certification without attending a two week residential
academy.
- Part time Juvenile
Detention Officer Academy Curriculum.
Steve will be contacting all juvenile detention administrators on
putting together a curriculum for the part timer certification.
- CD Based Training. At the last Juvenile Training Council
meeting, Director Becar and Doug Graves put on a very impressive demo on
the CD based training that is being developed for POST use. It included testing, video and reading
teaching means, interactive learning.

hrs. DHW Update
- ICMH issues. ICCMH Meeting was held last week. More collaboration with the Idaho
Federation for Families will be developed.
- Suicide Prevention
Training November 14-15. Ross
passed out some information on the Suicide Prevention Action Network.
- Parent’s Guide for
Children’s Mental Health will be updated and published. It is available online now.
- Protocol. Signature lines were discussed. IAC Justice and Public Safety committee
was addressed on this issue and they agreed that the commissioners want to
sign. The document has been
finalized. Document will be
reviewed each year. Suggested
changes should go to Ross.
- Councils should operate
independently in their area, but their hands are tied by DHW rules. There is still confusion on how to
access funding.
- Jeff D Lawsuit was
discussed briefly. It has been
suggested that a matrix be done with those recommendations that have been
accomplished marked off, and those recommendations that are still not
accomplished listed. It is
anticipated that another lengthy hearing will be held.

Discussion Topics
- Status Offender
Protocol Committee. Matt talked
about this issue and asked for volunteers to serve on a committee to
address this. JT, Brian, Melinda
and Debbie.
- Probation Officer
Standards Committee will meet again in the next few months to bring the
standards up to speed with what is required.
- Statewide Code of
Ethics. Juvenile Training Council
has suggested that we adopt a code of ethics for statewide use, not just
for use when detention or probation officers go through POST. The Supreme Court has made some
suggestions, and the amended document will be distributed soon for us to
look at.
