1610 hrs. Review/approval of minutes President

• Minutes were discussed. Mike Stallcup motioned and Nadine seconded that the minutes from the last meeting be approved. Passed unanimously.

1615 hrs. Treasurer’s Report Treasurer

• $3,263.30 in bank account.

1615 hrs. Announcement of Election Results

• Matt Olsen won the race for President.
• Nadine won VP-Probation unopposed.
• Don Garner won Treasurer unopposed.

1620 hrs. Committee Reports Committee Reps

Board of Juvenile Corrections

· Definition/Practice of treating Adjudicated vs. Non-adjudicated SO's in DJC custody, and the expectations of the counties. John Triplett attended the last Board of Juvenile Corrections Meeting and discussed this topic as it was discussed by the Board. Expectations of the counties were discussed.

· FFT and expectations of DJC and counties. Jon Burnham passed out draft MOA’s for counties and contracts for juveniles, which were discussed. Some changes were discussed and agreed upon, and special situations were also discussed. Please look at the drafts and return comments back to John Burnham at jburnham@djc.state.id.us as soon as possible.

· HIPAA Committee. Brian Walker spoke about the HIPAA rules and policy for detention.

1700 hrs. IAC/Commissioner’s update IAC rep

· Clerk Larry Gahn is now President of the IACC and will be our representative.

· Larry spoke of 4 points that the IACC has committed to

o Continue work on Juvenile Justice Issues

o Continue to work on Mental Health Issues.

o Leadership development with county officials.

o Profiles of counties.

· Continue to improve relationships with judges, clerks, commissioners, etc.

1715 hrs. P.O.S.T. Training Council Update Al Friesen, Roch Clapp, Commissioner Hoybjerg

• Part-time employees P.O.S.T. Challenge Process. Don reported that Roch will facilitate the Legal and ACT class, Steve will be willing to do Ethics class for a group that are in the process of challenging the Academy.
• Discussion of arrest powers for probation officers. The Association was briefed on a meeting that occurred concerning this topic, and that legislation to grant arrest powers to probation officers will not be pushed.
• On-line class. Steve Jett reported that POST has promulgated rules to facilitate on line classes.
• The administrators were admonished to promote the positive aspects and benefits of POST and try to impart positive attitudes to their employees.

1800hrs. General Administrator Discussion Topics

• NJDA Conference update Steve Jett discussed that NJDA is still interested in having their national conference in Boise in 2004. Several questions have been posed by the IJJA and ICA and NJDA. A letter from Sherry Scott of NJDA was received by Steve and forwarded to IJJA that answered some of their questions. Steve has pledged his continued support for the arrangement.
• Medical Policies-Seth Scott related an incident that happened in his facility that ended up costing his county a lot of money. The detention centers have to shoulder a lot of liability.
• Peer on peer restraints update—Brian Walker and Mike Stallcup serve on the committee to look at peer-on-peer restraint issues. They have been talking to Jack Cordon to arrange a visit to St. Anthony to discuss the issue.
• Meeting schedule for 2002-2003

1815 hrs. DHW Update Ross Edmonds

• Ross gave us a quick rundown on DHW. Cuts in budget are running deep and are, in some cases, permanent.
• In dealing with the Jeff D. Lawsuit, Cliff Davis will be helping set up some of the regional councils. They will be updating the Children’s guide to mental health services. There will also be a report card evaluating children’s mental health services.
• DHW will be working on evaluating SED services and the CAFAS scores
• Next hearing on Jeff D. will be Nov 18.

1725 hrs. DJC topics Bill Lasley, Paul Carroll, Director Reinke

• Bill passed out the legislative update.
• Larry handed out a sheet on the budget and how bad the counties may be hit in the Block Grant category.
• Legislative ideas for coming session were handed out.
• Open meetings/Privacy exception for the Custody Review board
• Clarification of Juvenile Probation term.
• Clearing up laws on jailing or detaining of status offenders
• Clarification and updating of the law on parent reimbursement
• Certification of probation officers.

Setting up of future meetings will be done at the meeting on December 4 in Boise.
