It
was motioned that we also invite the Board members to attend our meetings by
Mike Stallcup and it was seconded by Nadine and passed unanimously. John Triplett to write a letter on behalf of
the Association.
Youth and Justice Advisory
No
update
ICCMH
o Ross Edmonds reported on the
last meeting.
o Schools as a base for mental
health services was discussed, met some opposition by SDE. School representation on committees varies
throughout the state.
o Crisis response protocols
were discussed, supposed to be completed by July 1 and implemented as we
speak.
o Copies of the protocols are
available from the regional chiefs of social work in DHW in each area.
o Jeff D lawsuit has been
appealed.
o Frustration voiced about
lack of feedback from ICCMH.
o Continued funding discussed,
and Ross said that he thought there will still be funding.
IJOS Board
Board
meeting last week
33799
kids in IJOS system. Roughly 25% came
from other databases.
Pilot
testing interface with Stevensons system in Region 5.
Other
interface complexities are being worked out.
Internet
version for private providers being tested at IYR in Rupert. Security is a question.
Currently
reformatting help files to .pdf format for online help.
Testing
PDA version. Hopefully out for use by
September 1.
New
version should be out in a couple of weeks that will allow new grouping and
sorting that will cut down the need for ad hoc queries.
Now
compiling a list of standard reports that can be easily generated.
Position
open on IJOS board (county clerk or commissioner) Forward nomination to Director Reinke.
Next
meeting is Oct 10, 0900 at DJC. Anyone
invited.
HIPAA
compliance is also a concern. October
deadline to be in compliance, but extension has been requested. Meetings have been set up to address the
issue.
Other Committees
Training
ideas were discussed, supervisory training, employee relations, any training
that is valuable to the small counties, etc.
Vice Presidents will get a list of available training and present at
next meeting.

- Graduation of the 2nd
P.O.Academy last Friday. 24 graduated.
Good feedback for the most part.
- Physical training piece
that is being taught in the Detention Academy is being asked for in the
Probation Academy.
- Part-time employees
going to P.O.S.T. or being certified.
On-line training discussed, etc.

- Update on issue of
arming P.O.s. Financial issues
and liability issues were discussed.
Training issues also brought up.

- It was motioned that we

it was seconded by Nadine and passed unanimously. John Triplett tons for positions--Pres,
Treas, VP/Prob Steve will get
nomination announcements and coordinate the voting. Winners will be announced at the
September 22 meeting
- Medical consent
forms. Request from the Supreme
Court? Steve asked about any
polices, procedures, protocols involving consent for medical
treatment. He had been talking to
a rep from the Courts about this issue.
- Kootenai Co. JPRO (Jim
Crowley) Vict. Offender Mediation.
Jim discussed the proposal that has been submitted and
conditionally approved by the JJ Board.
One of the conditions is that all 44 counties are contacted and
informed of all the trainings that will be occurring under this
grant. Steve will participate in
the notification of all the counties.
- Nursing services
provider. Steve was contacted by
Karen Strop of Medical Staffing Network regarding medical services in Juv
Det Centers. If anyone is
interested in finding more out about what services they can provide to
your center, contact Karen at

Update Ross Edmonds
- New positions that were
approved are being filled and will be distributed throughout the state
based on SED population.
- Respite care grant-
grant will enable them to do a needs analysis and develop system.
- Regional councils were
discussed.
- Juveniles in DJC
custody-have CAFAS screening done at O&A.

- Handouts concerning
in-custody population.
- FFT program. The contract should be awarded sometime
this week.
- Custody review
boardLarry Plott, Judy Felton, Judge Bengston (ret.), Patty Ann
Lodge. Currently 28 juveniles in
DJC custody over 18.5 years old.
- Draft for the rules of
the custody review board were discussed.
Lots of discussion centered around the language contained in the
draft rules and the conditions of the custody review board. More concerns were expressed about the
cost to implement this process during a time of limited funds. Finally, concerncs were expressed at
the true purpose of the Board when the Director has the express authority
to release himself. No answers
were provided.
- DOC and DJC were
jointly awarded a grant of 2 million for reentry programs in regions 3,4
for individuals aged 15-24 over a three year period.
- HIPAA meetings
- Oct 7,8,9, Det Stanley
from LA Sheriffs Office will be giving training at Lewiston. Different sessions will target
different groups. Training will be
tailored to North Idaho Youth specifically. College credit and POST credit may be offered for attendance. More info to follow.
