 Call To Order

 Introductions

 Past Minutes  -  John Triplett.  Doug motioned that we accept the minutes and seconded by Brian Walker.  Passed unanimously

 Announcement of Election Results  -  Steve Jett   Shelly Smith won the election for VP-Detention and Steve Jett will remain as secretary.  

Schedule of Meetings  -  John Triplett.  Discussion was held on scheduling the upcoming year’s meetings.  Combining the IACJJA and the Joint meetings into one day of meetings was also discussed.  Brian motioned that we calendar for two day meetings for the upcoming year, but leaving the decision to combine the two meetings into a one day meeting up to the president.  Seconded and passed.  The next meetings will be:

December 12, for the IACJJA and Dec 13 for the Joint Meeting.  

January 9 for the IACJJA and Jan 10 for the Joint Mtg.

 P.O.S.T. Report - Roch Clapp.  Roch could not make it, but Steve relayed some info for him.  Only about 25% of the officers that have gone to the academy have turned in their application for certification that must go in to P.O.S.T. after they get out of the training. 

 Also, there are some openings at the Probation Officer Academy

 Treasurer's report  -  Don Garner  Balance is now $2756.48

 Director Reinke passed on the information the Steve Jett will be coordinating the two Juvenile Detention Academies in 2002. 

 By Laws  -  Steve Jett  By Laws There was a motion by Elaine Broyles which was seconded by Doug Brown to accept the amended by laws.  Passed unanimously.

 IAC update  -  Commissioners.  Commissioner Ron Ramirez, Brian Orr and Clerk Larry Gahn.  The sharing of information, agendas, minutes, also knowing the issues, liabilities, etc., will help us all be proactive in accomplishing our jobs. 

 DJC update   4 proposals, 2% holdback  -  Brent Reinke 

  • Director Reinke discussed some of the budget concerns for state departments.  Handout contained some of the information relevant to the holdback.  2% holdback discussed. 
  • Interviews for positions of Liaison in Districts 2 and 3, as well as the Clinical Services Administrator in DJC will be held in Oct.
  • Director requested that someone from our organization help out with the JFAC presentation.  There is already a commissioner and a judge to help. 
  • Regionalization of O&A.  3 beds in Lewiston, 8 in St. A’s, 24 in Nampa. 
  • Cost Containment measures.  DJC is drafting legislation for reducing the extended ages of juveniles in DJC custody.  Pros and cons of the issue discussed. 
  • The option of having shorter programs for those juveniles who need D&A treatment discussed. 
  • “30-60-90” day programs discussed.
  • It was motioned by Matt Olsen that a committee be organized to help formulate ideas to help with cost containment. Seconded, and passed unanimously.  Volunteers or persons volunteered included Matt Olsen, John Triplett.  John Burnham and Bill Lasley will also sit on the committee.
  • Regional Observation and Assessment Training was discussed.  The 6 dates for training for regional assessments are as follows:
    • Nov 1-Pocatello 1300-1700 hrs.
    • Nov 2-Idaho Falls 0800-1200
    • Nov 8-Lewiston 1300-1700
    • Nov 9-Coeur d’Alene 0800-1200
    • Nov 15-Boise 1300-1700
    • Nov 16-Twin Falls 0800-1200

 H&W update  -  Ross Edmunds   

  • Children’s Mental Health project slowing down.  Implementation of new policies is now next step.  The Children’s Mental Health Conference is late this week. 
  • The Crisis Response Task Force is still active, which Doug Brown, Shelly Smith and Paul Carroll sit on.  Clinicians are needed on a 24/7 basis. 
  • The Prescreening guide and how it works was discussed.  Children meeting the criteria on the prescreening guide as done by the county probation officer or detention officer would be ‘fast-tracked’ into mental health placement.  The guide does not take too long to administer. 
  • In Mid-October, there will be public hearings for the Psycho-social rehab program.  Dates have been advertised, contact Ross at 334-5726 if you wish more info. 
  • Questions were asked about the Pilot programs for mental health access. 

 Other business:  The JJ Training Council will meet on Tuesday at DJC Headquarters from 1330-1500.  The Board of Juvenile Corrections will be meeting at DJC Headquarters on Tuesday from 1300-1700. 

 Motion to adjourn was made by Elaine Broyles and seconded by Don Garner.  Passed unanimously.
