Treasurer's Report We have $2904 in the bank

 

Membership Dues and Membership Don went over the counties that have paid.  Brian and Nadine, as VP's, will start membership drive, contacting agencies not actively participating in the IACJJA.  We later discussed the option of an associate membership.  Steve Jett will develop this option. 

 

Doug Brown was awarded a plaque to show our appreciation for his two years of service as president of the IACJJA. 

 

Mike Stallcup was appointed as the Honorary Sergeant-at-arms for the group. 

 

Code of Ethics  We discussed the need for a code and incorporating it into the mission statement of the association.  The adoption of a code was tabled until the March meeting.  A committee was formed of Mike Stallcup, Steve Jett, Don Garner, Terry Lewis to formulate the Code of Ethics prior to the March Meeting.

 

Legislative issues.  John talked about the legislation  which would affect tobacco tax money.  The legislation reportedly will set a baseline for tobacco tax money and redistribution formulas may be used.  The IAC has that legislation at this time.  The School board association is pushing to recover some of the money.  Bill L. suggested that if we want more info, to contact Tony Poinelli at IAC. 

 

DJC is sponsoring two bills:

1.  Change the name of the petition fee account to reflect the use of the money for the POST Juvenile Detention and Probation  Officer Training.

2.  The second bill will govern the process of handling restitution money collected by different agencies.  

 

The bill that would pay money for providing summer school in the detention centers was brought up.  Brian Walker tried yesterday but was unsuccessful to get in touch with the senator that has agreed to sponsor the bill.  Brian will distribute any information that he gets concerning the bill to the membership.

 

Joint Mtg topics.  John discussed the topics that were brought up in the joint meeting on 01/17.

 

 

Lunch of huevos rancheros was enjoyed.

 

Debbie Stallcup addressed the Sex Offender RFP.  5 proposals are to be considered and will be scored.

 

Jeff D. Update.   Doug said that there is more information to come, and that will be distributed as soon as he gets it.  There are some more sessions that will be held concerning the lawsuit and it will go before the judge next month.  A handout concerning money allocated for SED kids was distributed.  About $7.7million .  Mental Health Councils are to be set up in each district.  The roles of the technical experts was questioned. 

 

John passed out letters from Director Reinke and Karl Kurtz in response to John's letter expressing our concerns with the Jeff D. Lawsuit. 

 

Recap 12/6 discussion on Juvenile Detention Academy  One of the concerns was that there were some vacant slots in the academy and they will be a rush to get everybody through the academy before the deadline.  They talked about creating a reserve list to keep the academy full.

 

Probation information on a parent website.    Nancy Lopez is working on creating a website available to parents. 

 

Mission/Goals/Objectives  John asked for any suggestions as to goals, or objectives to work for. 

1.  Mental Health Issues

2.  Substance Abuse

3.  Continued sharing of information on programs that work, successes, failures

4.  Participation on IJOS board

5.  Presentation to Legislators, IAC, etc., on programs that we are running to be effective in the area of Juvenile Justice.

6.  Help and representation for smaller counties

7.  Education/Training

8.  Membership

 

Steve will research prices on T-shirts

 

Bill talked about the money for rural substance abuse treatment.

 

Because of some conflicts, the joint meeting and the IACJJA meeting will be flip-flopped for March.  The Joint DJC/IACJJA Meeting will be on March 7, 2001 and the regular IACJJA meeting will be on March 8, 2001.    Both will start at 1000 and meeting places will be announces as soon as possible.
