Election Results were recapped.  Winners and positions were John Triplett as President, Nadine McDonald as VP-Probation, and Don Garner for Treasurer.  Because John moved into the President’s position, we also have an opening for VP-Detention.  Nominations for Vice President-detention were taken, and Brian Walker was nominated, seconded, voted on.  Passed

 

Pres John Triplett addressed the membership and praised Doug Brown for his leadership of the group and the numerous things that were accomplished. 

 

Legislation to pay for schooling through summer in detention center.  Alene Deiro spoke and addressed the problems that exist in the detention centers throughout the state caused by the lack of funding for school throughout the summer.  At this point, the bill is being written in Boise and will be carried through the legislature this coming year.  All county run facilities will have the option to run the students through and get credit for ADA. 

 

Detention Academy information and rules for detention officer certification.  Steve Jett briefly described what the rules will state concerning certification and classification of juvenile detention officers.  The academy will run from November 13-22.  Applications are due in to Roch Clapp at POST by October 13th. 

 

Report on Use of Force proceedings.  Kenny Wilder addressed the membership on the proceedings so far on deciding on the Use of Force Curriculum.  Meetings at the end of August decided on philosophy and mission statement.  In Sept, two days were dedicated to hearing two separate techniques.  Aikido Control Training system was decided on, and training will take place October 16-27th  for training trainers. 

 

Juvenile Probation standards.  Doug Brown told us that the standards document that has been developed has been turned over to Nancy Bishop.  Several things may have to be altered to format the document into proper legal language. 

 

DJC regional meetings instead of district meetings.  Bill Lasley told us that DJC will be switching their format of their meetings into a regional meeting, instead of the district meetings.  Private providers will be involved, and they will be in conjunction with the JJ commission meetings.  This is being done in part to help cut travel and inconvenience to those interested in attending.

 

Parole Officer by DJC.   Doug Brown:  At the last JJ board meeting, this was brought up, and there is some worry about the concept.  More details are needed on this item, and Doug will be attending the JJ Board meeting on Tuesday to get more information.  Debbie S. reminded us that state parole officers are directly in opposition to one of the main points that was brought out by Jeff Noland as a result of the Interim Committee meetings back in 1994-95 when the JJ system was being reformed.  The counties were specifically given the responsibility to handle parole after release from the institutions to keep the counties involved more and to get away from the ‘bifurcated’ system that existed. 

 

Beginning a statewide process of getting a tax on beer & wine passed  Kay Carter.  Tax on a can of beer has not changed since 1960’s.  Kay outlined the breakdown of where alcohol taxes presently go.  Significant revenue may be generated if enough support exists.  Specific guidelines would be necessary to govern the use of any money raised.  Other alternatives for the funding were also discussed. 

 

 

IACJJA Meeting was suspended at this point to address the DJC/IACJJA Joint meeting items. 

 

It was discussed that the IACJJA meet on a more frequent basis by Debbie Stallcup.  After discussion, it was agreed and motioned that we meet every two months.  Seconded and vote was unanimous. 

Next meeting will be in Boise on December 6th at 1000hrs, with the Joint meeting taking place on the 7th at 0900 hrs..  Several locations will be explored.

 

 (Steve Jett Looked into two other locations and the meeting will be held at the Owyhee Plaza.  Rooms will be available at $61.00 if you call 1800-233-4611.  The meeting on the 6th should be in the Crystal Room, and on the 7th we should be in the Capital room-subject to change)
