Membership has increased to 25 counties, representing most of the States
population. All of the counties are
given information from our meetings.
Any county JJ administrator is welcome to attend the meetings if they are
a paid member or not. We would like
every JJ Administrator to participate. ·
Minutes
It was motioned by Elaine Broyles to accept the minutes from our December
meeting, seconded by Mike Stallcup, and approved unanimously. ·

Lemhi County
dealing with their detention compliance problems. Legislative changes and waivers to the OJJDP mandates will
take a long time to run through Congress. Sheriff
Barsalou has made changes in his operation and is continuing to meet with DJC to
get into compliance. ·
RFI for Mental
Health Issues for treatment
facility were discussed. This RFI
is to precede RFP for Treatment Facility for Juvenile Offenders with Mental
Illness committed to the Department of Juvenile Corrections. Brown Schools and
their contract discussed. ·
Building at ST
As, Yellowstone Cottage, discussed. DJC
will be bringing more of our of state placements back into state.
Developmentally disabled sex offenders will be served at that location. ·
Breakdown of
distribution of block grant money handout passed out. ·

He also discussed the handout dealing with terminology used by DJC.
This handout is to be informational to parents, other practitioners, etc.
It is also a draft, and DJC wants our input.

looking for part time workers to work with IJOS-probation knowledge necessary. ·

ICRMP Training.
Management training will be on the 27th of April at 1000 hrs.
in Moscow. Elaine Broyles arranged
a meeting room at the Federal Building. Lunch and lodging arrangements will be
on your own. We will also be
arranging management training through BSU for the afternoon of the same day.

and prioritize your attendees to help Doug make decisions in case anyone has to
be bumped. Motion
made to have Doug set that up, and pay for the BSU Training out of IACJJA budget
by Steve Jett, seconded by Debbie Stallcup.

Substance Abuse
Doug and John testified to the committee last week on this issue.
Gatekeeping, services, discussed. 1800
number discussed. POs frustrated
with services. Kootenai County took
their JAIBG money and started their own program.
Saliva-based drug testing device and patch type testing device
being used in certain cases in certain counties.
Dr. Stallcup, a speaker out of California, was discussed, and his
presentation was highly recommended. A
video tape may be available. ·
Legislative
issues Fairly quiet year.

SB1293 makes it
clear in both kinds of waivers that the person is treated as an adult after the
waiver. Passed in Senate ·
SB1374 blended
sentencing bill, passed in Senate ·
HB424 addressing
community services, passed in House. ·
HB414 addressing
DJCs ability to issue warrants for escapees, passed in House ·
SB 1294
regarding curfew handling passed in House ·
HB 570,
regarding first 250K of cigarette tax $$ held in committee ·
SB1401 was
regarding the reduction to the DJC budget ·
HB623 making
restitution a priority is held in committee ·
HB624 allowing
the placement of sex offenders on probation until they turn 21 years old is in
committee ·
HB438 that
specifies when a kid turns 18, they are held in a jail, not juvenile detention
center has passed the House ·
The legislation
regarding victims rights has been dropped. ·
Detention
Academy plans Steve discussed the
detention academy that will be held in November. He will be contacting detention administrators soon to
identify those people (preferably those who have been through the NJDA
instructor course) that will be available to attend an instructor development
course in Meridian in May, and will be able to teach in November, and in further
academies. The Instructor
Development Course in Meridian in May will
cost about $50/person, plus lodging, etc. which will probably be available at
POST. ·
Detention Center
inspections At the present time,
Roch is in the process of certifying the detention centers.
Steve and Don have been inspected, and praised Roch for his
professionalism. The present
standards were addressed, and Steve said that Roch found out that the standards
were already changed, and the centers were being measured by the new standards.
Steve wondered why the detention administrators were not notified of any
change. Steve participated in the
proposed changes, and had called Nancy Bishop recently, and was told that the
rules had not been all the way through the legislative promulgation process.

discussed the probation standards, and where they were in the process.
The standards are trying to be very sensitive to the availability of
resources in the counties, and be brief. July
is the tentative deadline to have the standards done.
Education requirements were discussed ·
NJDA Leadership
Challenge This course has been
offered through the Internet, and will be offered
again. The NJDAis now
reviewing curriculum, and would like people to volunteer to review curriculum,
and submit input to them. Anyone
interested in helping out with this, please contact Steve Jett at sjett@canyoncounty.org. ·
Report on James
Bell/David Sasser Meeting Brian
Walker discussed the Seminar that was put on by James Bell and David Sasser.

Teleconference
at POST On April 19, 2000, at 1100
hrs, the National Institute of Corrections Teleconference entitled The
Application of Restraints in Custody: Reducing
the Risk. There are limited number
of spots, call Steve Jett. ·
Doug discussed a
letter from OJJDP concerning the Forum on Serious and violent offenders on April
25 in Denver. Any questions should
go to your JAIBG coordinator. ·
Doug also went
to the most recent Juvenile Corrections Board meeting.
He briefly discussed some of the items covered at the meeting.
He will continue to attend those meetings and report.

Summits coming
up, The Governors summit on the
Generation of the Child and the Supreme Court sponsored summit on June 28-30.
