1100 Call to order.

Accept minutes Steve motioned to accept minutes, Mike Stallcup seconded. Motion passed unanimously.

Victims Rights Doug Brown Copies of legislation that was prompted by previous victim’s rights meeting. IYR attorney drafted legislation, which was passed out to attendees. Presently, Victim’s Rights coordinators work for prosecutor’s offices at this time and that tends to be a conflict, because PA’s are not advocates for the victims.

Substance abuse Doug Brown. Received a letter from Ms. Elizabeth Lovell, who would be available to meet with our group for Road to Recovery. Consensus of the group was to invite her to a meeting. Also, Roseanne Hardin would be a good one to invite. Some details were discussed, and we all agreed that it will be important to get reps from all districts to address all the issues. Some problems are statewide, and need to be addressed.

Handle with Care Program Please visit the HWC booth at the conference. We will be bringing the HWC to the state for some of the detention centers and we would like to have restraint training in the state be more uniform

Training Coordinator Announcement Roch Clapp has been named, and will be taking his position in Oct. We would like to see the different organizations in the state that are involved with JJ training unified, and collaborate efforts in training. We discussed DJC people having the training. Some times the vocabulary, terminology, procedures are different from the counties to the Department, and it was suggested the training be given to DJC people. This would help get all players on the same page.

Idaho Supreme Court has invited us to contribute to their newsletter. Doug has submitted a short summary for them. Steve volunteered to work on this with Doug for the next submission.

Scheduling of next meetings This will be announced when the minutes are distributed so that we can get IJJA's schedule.

  • GELCO ? Temp building going to be used in ST A in order to renovate some of the building there.
  • ‘Negative supplemental’ submitted to legislature. Surplus reported in DJC.
  • Commission. Ray Stroberg new chair. Recommended by Judge Varin Mr. Stroberg is an insurance agent in the South Central Idaho area and has been active in JJ issues in that area.
  • Bill Lasley spoke on new Policy . Handouts were distributed.

Future projects

    1. Classification System Timeline for the projected schedule displayed.

      c. Developing policy to handle escapes (if proposed legislation passes) Escape policy and who will need to be involved in policy setting

       

JAIBG was discussed by Paul Headlee. Information about how many projects were funded, etc. 1998 runs until Sept 2000. In the 1 999 program, there will be different requirements for the program, so we will need to familiarize ourselves to get that money.

      In 1999, reporting requirements will be different. Quarterly reporting will be necessary. Reports will go through IAC to DJC.

      Also, before any money is distributed, we have to have a some kind of drug testing policy for the kids and submit that in a report.

      County commissioners will receive letter of award, and the reporting criteria

      After response by county, application packet will then go out.

TO MEMBERSHIP: If any handouts that were referenced in the minutes are desired, please either contact the person who presented that section of the agenda, or contact Steve Jett.

The next meeting of the Idaho Association of County Juvenile Justice Administrators will be at the Owyhee Plaza on December 8, 1999, at 1000 hrs. The schedule for future meetings will be discussed then.

Also, don't forget that it is time to renew membership.
