Treasurer’s report

Ken Griffits Idaho coordinator for the Corp for national service

Kootenai County has entered into an agreement for using volunteers in programs, detention centers, etc. Vista Volunteers, Americorps, various volunteers. Roles of Vista volunteers discussed, and the process of lining up volunteers illustrated. Kootenai County has several volunteer programs going. Jim Crowley is the person to call in that county for more information. Jim’s number is 666-2414. Paperwork and application process discussed. (Handout)

Sex Offender Management Team

Ron Sipe and Dr. Eric Jensen. Continuum of care was desired in dealing with Sex Offenders. Jesse Peterson contacted Center for Sex Offender Management and got things rolling. Some planning will be taking place on July 14, 15 at the Owyhee Plaza under DJC’s direction. Ron has applied for a grant to fund strategic planning and getting all interested parties together, and to also fund data collection. Ron will be contacting us one by one as things progress into the data collection phase, and we need to give him our full cooperation. There will be training conducted at St. Anthony. Money is available for the St. Anthony training to send two people from each region.

Kathy Ruffalo----meeting with Doug

Meeting was very positive and she is planning to attend the next meeting in Cd’A. She wishes to have some feedback prior to the meeting for her information. What would the ‘cadillac’ of substance abuse treatment programs look like?

  1. Less bureaucracy-more money into program rather than into administrative overhead
  2. Professional Services by qualified individuals
  3. Meaningful, adequate treatment, not just time killing group sessions
  4. Residential treatment
  5. Outpatient Treatment
  6. Affordable assessments
  7. Education

Handle With Care Program

Verbal de-escalation techniques are a big part of the program, along with self defense, etc. Billy Perkins had a long conversation with Felton Satterfield in May concerning the program. Recertification requirements will be looked into, but there is enough interest for us to look into getting the program here. Steve will get in touch with Mr. Satterfield and disseminate information to all. Since it is also very applicable to probation officers, much interest was shown.

 

 

Discussion of 6/22 Joint Meeting Doug Brown

Release criteria was discussed. Checklist being developed to keep track of the kid in state custody, and keep track of program that the kid is going through. Plans and expectation would be the same even though kids may be in different facilities.

Escapes were also discussed. Suggestion was made to have a system where DJC has the authority to issue their own warrant, much like the adult system in Idaho and juvenile systems in other states. This would take the confusion out of the process.

Blended sentencing came up. DJC is suggesting the Juvenile Judge have the authority to use adult sentencing. This would be utilized with kids who have been waived. A suspended sentence could be held as an incentive for a kid to succeed in his/her juvenile sentence.

Department wants to make a proposal to combine cigarette tax and block grants. This would get rid of the quarterly fluctuation in monies flowing to the counties, but may attach strings to the money.

Reducing the age of jurisdiction from 21 to 19 had been discussed in a previous meeting with Boug Brown and Judge Culet. Is special programming an option for this group?

Interstate Compact was discussed. There are some problems with it, and the Correctional administrators are looking at the Compact. The compact was written in the 40’s, so it needs to be reviewed.

Joint meetings have been very beneficial to the group. Feedback from DJC is also positive.

2 Year Plan John Triplett and Roch Clapp

Approx. 30 goals that DJC has identified. Two of the goals have been accomplished, others are pending.

Standards and Training Meeting Al Friesen

State will be hiring the compliance monitoring/statewide training officer in July. Regional Training? Training at POST? Council will have to look at the options. Volunteers asked to serve, Al Friesen and Doug Brown will serve. Curriculum and specifics will be decided by the council and the training specialist.

JJ Commission Mike Stallcup

New Commission Chair has not been chosen, and so the commission cannot act on anything. Question was raised about what the JJ Board was doing, The board is still active, but mentioned that the Commission and board be combined. No action has been taken at this point, though. June Meeting was cancelled.

NJDA Executive Board Meeting Steve Jett

The NJDA approved position statements concerning staff ratios in juvenile detention centers and gender specific programming. Steve will get copies to all.

ACA/OJJDP Detention Forum Steve Jett

The Detention Forum focused on litigation and Steve will get notes out to all.

Juvenile Detention Standards Committee Meeting July 20

Staff Secure standards are being discussed on July 14 in Twin Falls.

ICRMP Training. Please RSVP to Steve Jett. It is on July 15 from 1000-1500 at the ICRMP building. It will cover employee evaluations and sexual misconduct in detention centers. Cost will be $10.00 per person.

$200000 grant money This is a block grant enhancement, and we can count on it (barring any legislative change). This will be out for this coming fiscal year.

The following is a note from Bill Lasley to follow-up the JAIBG Discussion:

Doug,

During the IACJJA meeting Mike Stallcup asked questions about JAIBG. The question that I told him I would follow up on was. "Who established the reporting criteria for JAIBG?"

After checking with Paul Headlee, DJC Grant/Contract Program Specialist. 1) he will make attempts to condense the questions down as much as possible, 2) he will be researching how other states address reporting (actually most are requiring quarterly reporting), 3) he asks that you do the best you can on the reports, and 4) the 1999 JAIBG application and reporting process will be clearer and more streamlined than this past year.

However, the bottom line is that the feds require specific information for several reasons, one of which is to convince congress to fund this program in future years. Limited or no information or response from the states and locals could result in limited or no future funding.
