09:20 Opening of meeting by Doug Brown, pres.

-Minutes from 031099 were briefly discussed and accepted. Debbie Stallcup motioned and Jim Lawless seconded, and the motion passed unanimously.

-Treasurer’s report: Don Garner reported that the Association has roughly $3026.00. Detention Oriented training will be bringing some revenue in, and manuals still will need to be paid for when the money from the JJ commission arrives.

-Children’s Mental Health Interagency Agreement. Agreement that would prohibit any agency from bailing out of treating a kid unless hearing is opened up and proper protocol is followed. Some counties are seeing improvement in cooperation between agencies. Idaho Department of Juvenile Corrections provides a lot of mental health treatment because judges sometimes get frustrated and end up committing when there are no other alternatives. Definitions of emotionally and seriously emotionally disturbed were discussed.

-Survey: Membership and participation may be affected by geographical constraints, money problems, etc. But since no responses from the survey were received from the counties, we cannot address concerns. If you wish to bring up some concerns about your individual county’s participation, please contact Doug Brown at 454-7330, or Steve Jett at 454-7353.

Legislation: Any ideas on future legislation that we may suggest to the Department for them to come up with. What issues need to be addressed?

Handling of escapes: Who picks up?, who does paperwork for order?, costs?, etc. Should it fall on the counties to do?? If the juvenile is in the custody of the DJC, DJC should generate. The county should not have to take on the liability and burden. Each scenario is different, so to help, blanket policy should be generated to give guidelines. Does legislation need to be looked at to give DJC authority to issue warrants to pick up escapees?

Release Criteria: Criteria for release needs to be looked at and input from the counties is solicited since counties are responsible after release. Outline presented at recent meeting. Transitional placement considered. Actual authority must be determined. Differences in counties must be considered. Level of crime must be a factor. Community Protection and rest of Balanced Approach must be used as parameters. School should be considered, IEP’s, contacting schools and giving notification, and also letting receiving school know what the juvenile has done. Who notifies who? Checkoff list of some kind may help adhere to procedure, and consistency. Review of goals, monthly screenings, etc. What would constitute reasons for recommitment? If reasons for recommitment are decided on up front, then we would have fewer problems deciding whether or not to recommit. Although prosecutors and judges have the final decision making authority, we could come up with recommitment criteria. Cases may be handled on a case by case basis, because of each county’s differences, but by having recommitment criteria, justification for each recommit would be easily articulated. Aftercare plan must be developed early, Routine screenings so that there are no suprises, "100% fixed" kid is not necessary, but substantial improvement needed, consensus on recommitment criteria, checklist, educate group leaders and other care providers about county resources (especially smaller counties).

-Lottery money-$200,000. Details are very sketchy and differing information has been disseminated. Distribution may be based on population, but that is not definite. Other information says that the $200,000 is not the same as the Lottery Money. Bill says that the Block Grant has been increased and is subject to the same Block Grant limitations as before.

-Jess Peterson: Sex Offender issues brought up. Treatment and management in community. Region-wide training being brought in. Sex Offender Management Team is the organization doing the training. This will be addressed at the next meeting. Ron Sipe has been involved with this and we want to invite him to the next meeting to address this, and to get our input.

-Jurisdiction of person over 21 years of age discussed.

-LUNCH

-Next Meeting June 23, 1999 Boise. At the Owyhee Plaza 1000 hrs.

August 4, 1999 in Coeur d’Alene 1000 hrs at the County Government Building.

We will meet again at the IJJA/ICA Conference on the 19th from 1000-1200 hrs. at the County Government Building. More specifics and directions will follow.

-Elections for the positions of VP-Detention and Secretary will be held soon. Nominations for those positions must be forwarded to me as soon as possible.

-ICRMP Training is being sought after, but Kurt Anderson has conflicts with our future meetings. We will work on scheduling a day that will include training

-NJDA Training

-Statewide Training coordinator and certification position: In June, DJC will start to advertise for that position.

-School violence: What kind of things are being done throughout the state? Feds have free materials available, including "Promising Strategies to Reduce Gun Violence," by OJJDP and others. Please visit www.ncjrs.org for more information. Get on their e-mail list, and you will have access to a wealth of information. Although extremely violent situations are very infrequent, they invoke reactions. Some of the unnoticed violence, such as intimidation, harassment, etc., are things that have to be addressed. Schools, SRO’s, probation, etc., must have increased communication and cooperation.

-JJ Commission: Mike Stallcup commented on the commission. 13 members at this time. Commission needs younger members to serve. They re looking for people who were in the system as juveniles that have turned adults.

-JJ Board: Discussion on blending the JJ Commission and Board. Nothing has been decided on this yet.

-Active legislation in D.C. that will have an impact on the commission. Senate bill 254. Eliminates funding for the JJ planner position. Eliminates juvenile members on the commission. Please look over this information and e-mail or contact your senator and representative with your opinions.

-Authorization requested for plaques to show appreciation to Nancy Duncanson and Steve Dye for their service to the organization. Mike Stallcup motioned and Steve Barton seconded. Passed unanimously.

-Kathy Ruffalo, the Governor’s assistant in matters pertaining to Juvenile Corrections, Corrections, and several other departments has a meeting with Doug. Should we invite her to our next Meeting? Doug will invite her to the 6/23 meeting in Boise.

-Juvenile Probation/Detention Officer Training Committee: Couple of things in the information that was distributed by committee were questionable. Restitution and on-call responsibility needs to be clarified.
