031099 Meeting of the Idaho Association of County Juvenile Justice Administrators. Motion made by Debbie Stallcup, seconded by Nadine McDonald to accept minutes from Jan 21 meeting, Passed unanimously JCMS Juvenile Case Management System Software Presentation by Brian Snyder. Bill Lasley: 90-30-2 program. The association expressed concern that the program looks very good, but should be considered for utilization at the front end of the kids program, not as strictly a recommitment tool. Proposal passed out, and referenced. Standards for probation officers. Committee put together to handle these issues. Dan Chadwick, Mike Becar, Steve Dye, Barry Hoibert, Brent Reinke, JoAnne Ries, Lee Heinrich, Al Friesen, Patty Tobias, Dr. R Marsh, Sheriff Barowsky, Dawn Hatch, Judge Varin, Sharon Burke, Steve Bywater. Are on the committee. Meetings and negotiations have been ongoing for a number of years. Senate bill 1029 covers the position that DJC wants to create to handle compliance monitoring and training of jpos and jdos. Handling of Escapes. Recommended handling of escapes to be put onto the agenda for the joint DJC/IACJJA meetings. Timing/scheduling of joint meetingsWe will try to make these meetings immediately after IACJJA Meetings. Exceptions will have to be May 20 at 1000hrs , instead of the early May IACJJA meeting. May 5 Pocatello 0900 in Cavanaughs Pocatello Park Hotel June 23 Boise 1000 at Owyhee Plaza Ken BuxtonJDIS Juvenile Detention Information System. Compliance monitoring is part of the states grant application for federal program money. 41 post adjudicated status offenders, 28 pre adjudicated status offenders. Data collected recently has been more accurate, and verification will be conducted throughout the state. Ken will be conducting verification onsite in the near future. This compliance monitoring data affects the amount of money that the feds give the state and then is filtered to the counties. In essence, compliance monitoring affects the money that each county receives. Accuracy is important. JJTA Responses. Good responses the training will be in Boise on May 2,3,4. On may 2, 3, the training will be from 8-5. On May 4, it will run from 8-12. Leadership, probation officer/parental communication issues, Please email other topics to Don as soon as possible. We will be contacting Mr. Roush soon with these topics. Treasurers report$2814.75. Three more counties have recently joined the Association, and we now represent over 80% of the population of Idaho. Legislative issues- Bills were briefly discussed and their status in the legislature discussed. At the end of the legislative session, we may think about putting out a short analysis of the bills that have passed, and the impact that the individual bills will have on the counties. We appreciate the support of the Department of Juvenile Corrections and the Idaho Association of Counties during the legislative session. Bill addressed the possible increase in block grant monies, diverted from private provider budget. JFAC transferred $200000 into the block grant line item. The Lewiston 36 bed facility tentatively up and running in year 2000. This will hopefully meet the needs for the 10 northern counties, with sex offender, drug and alcohol issues for moderate-high risk offenders. The program will go out to bid in the fall of 1999. Other phases in the future will increase bed space to over 100 beds. Ada County has their Sex Offender Unit up and running. Brad Campbell discussed the program briefly. Dorm setting and inclusion with other juveniles, hopefully will prepare the juveniles for reintegration into society.
