Idaho Association of County Juvenile Justice Administrators Meeting Minutes 012199 IACJJA Meeting Present: Don Garner, Marianne Kelley, Jackie Bacon, Terry Lewis, Nadine McDonald, Elaine Broyles, Matt Olsen, Bill Lasley, Justin Steele, Jim Brittain, Jim Lawless, John Triplett, Billy Perkins, Steven Barton, Debbie Stallcup, Mike Stallcup, Doug Brown, Allen Friesen. Doug opened the meeting Doug asked that last meetings minutes be approved. Mike S. made the motion and Jim. L. seconded minutes were approved. Doug announced that Nancy has resigned as Secretary and from the organization. She will be missed and we would like to thank her for her hard work and dedication. Steve Jett has been appointed the new secretary for IACJJA. Bill Lasley will be replacing Ron Sipe as DJCs representative to our meetings. Don gave the treasurers report 3230.83 Doug talked to Patty Tobias for clarification about testifying before legislators. Patty stated that she felt the court should take the lead in those matters. Doug suggested that we keep in close contact with our magistrate judges so we stay in sync with each other, and do not conflict. She would also like to get a copy of our minutes. It was discussed that the IAC plans to go forward with proposed legislation to place detention under the county commissioners jurisdiction. Steve Jett sent so things for Doug to share with us on the JJTA training. This is a 2 ½ day training seminar to train trainers to conduct the 40 hour training for Juvenile Careworkers JJTA will come to Idaho (Boise) to train the trainers. There will be 20 openings. Steve will get information out to all. The cost to the participating centers will be minimal, about $85 for the participants manual, and costs of housing and feeding the trainers. We now need to pick a period in April or early May that will include Sunday through Tuesday classes. Please contact Steve at 454-7353 with the number of trainers that you will be sending. Dates will be announced soon. Debbie brought up training being put on by ICRMP on "Putting the Brakes on Prohibited Staff/Inmate Contact" that is being put on around the state. She stated it is very good training for not only Sheriffs Dept but Juvenile Detention and Probation. Mike will get the schedule a pass out later in the meeting. John Triplett- 5 day detention reimbursement position of DJC was discussed. What John was told verbally and what has been but in writing seem to be different, some clarification is needed. Bill Lasley handed out a Draft from DJC explaining their position. Suggestions were given to Bill on the draft that he will take back to DJC. There is a need for clarification. It was suggested that DJC meet with Administrators over detention due the fact both agencies are affected. Al will work with Bill to set up a meeting ASAP Three issues that need to be addressed: 1) 5 day 2) Local O&A 3) Transportation Hand out from Steve Jett on Juvenile Justice Education Conference February 25-26. Don G. Gave an update on IJJA and the conference. He asked if there was an interest in bring David Roush back and what topic we would like him to talk about. If you have any suggestions or input or want to request a topic for Mr. Rousch to talk about please call Don Garner as soon as possible at 436-9928 Mike S. stated that the Juvenile Justice Commission is looking at not putting out an RFP for compliance monitoring. DJC is hoping to hire a individual to do monitoring in the future. Doug bought up agenda from last DJC/IACJJA meeting. Issues:
