Idaho Association of County Juvenile Justice Administrators – 8/4/99

Meeting called to order at 10:15 a.m. by Doug Brown.

Minutes approved motion by Doug Brown, seconded by Debbie Stallcup, passed unanimously.

Doug introduced Kathy Ruffalo, Policy Advisor for Governor Kempthorne. Kathy stated she is in a new job, in a new state, and is working on substance abuse and/or delivery of substance abuse in the State of Idaho. She asked if there were any questions, comments, or concerns regarding this topic. She stressed she does want to hear from those involved, she is available for phone calls or email, and is willing to devote time to these issues.

Concerns voiced were:

  • not enough money getting to the kids
  • not enough money for services that are needed (i.e., screenings, assessments)
  • need more outreach, more prevention
  • not enough available providers for inpatient treatment
  • need better education for the public and legislators (adult vs. juvenile system)
  • recommended monies be removed from Health & Welfare to go to specific counties; the counties could then create their own programs
  • standardize assessment tools statewide instead of everyone having different assessment tools
  • more standardized qualifications of juvenile counselors

Juvenile Justice Commission Issues Mike Stallcup

There was a concern regarding the number of members the Commission has lost recently and concern there is not a Chair.

Juvenile Corrections Board

Kathy indicated she would send out minutes from forthcoming meetings.

Terry Lewis was appointed the new Valley County Director of Juvenile Services.

Plaques were displayed for Nancy Duncanson and Steve Dye for outstanding services. They are made of wood in the shape of Idaho with an inscription on the front. They are to be awarded at the next association meeting (IJJA Conference, 9/99 in Coeur d’Alene).

Billy Perkins and Steve Jett were unanimously selected for Vice President and Secretary, respectively.

Cigarette Tax

It was recommended that the cigarette tax remain the same.

Serious Offender Unit – Lewiston John Triplett

Discussed the number of clients involved in serious offender program; contracted with DJC. Room for eight kids.

Children’s Mental Health Doug Brown

There is a final draft for approval, which includes agreement between Health & Welfare, Department of Education, Department of Juvenile Corrections. This assures rights of children and clarifies final responsibilities. It does not clarify for separate amount of money set aside for specific cases.

Waivers – Discussion regarding juvenile waivers to adult court. Refer to Doug Brown’s discussion re blended sentences.

Release Policy Bill Lasley

Bill passed out copies of the Release Policy. He will need any comments/concerns by August 20. Final copy will go out September 1.

Treasurer’s Report Don Garner

There is roughly about $2,100 minus some monies outstanding for ICRMP.

Private Providers

  • Anchor House is applying for recertification
  • Idaho Youth Ranch concerned about low numbers
  • Gem House – concerned about low numbers
  • Discussed what other facilities do regarding mentally ill youth that are detained in juvenile facilities

Discussion of proposal of three different SOP standards.

Doug Brown passed around an article he had written on blended sentencing with juvenile/adult court for membership review and discussion at next association meeting. He would like associate support. Will send out with minutes to get feedback from membership.
